22 UNIVERSAL STATUTES
of the 
UNIVERSAL GREAT BROTHERHOOD

and its vehicle THE MISSION OF THE AQUARIAN ORDER


 

Statutes legally registered in each country 
where a branch of the Institution exists.


ARTICLE 1. 

THE UNIVERSAL GREAT BROTHERHOOD (U.G.B.), Dr. Serge Raynaud de la Ferrière´s Foundation, and its vehicle the MISSION of the AQUARIAN ORDER, is a civil and cultural organization that has the objective of uniting Science, Art and Religion for an intellectual improvement and a spiritual reeducation, by means of the coalition of all the sects, associations, humanitarian, philosophical, scientific, artistic, occult, religious and initiatic societies. 

ARTICLE 2. 

The goals of this Institution can be summarized as: to unite in a whole people of whatever belief, nationality, sex and condition they may be, who fight for the supremacy of the Spirit and who agree to establish Peace in the heart of all the men in order to carry out a Universal Fraternity in the world, represented at the present moment by more than one hundred and fifty different movements, amalgamated under the name of UNIVERSAL GREAT BROTHERHOOD.

ARTICLE 3. 

The address of the Universal Great Brotherhood and its missional vehicle, the Aquarian Order, is located in each country where it is represented; the World headquarters is in Venezuela at: Calle Nueva Agua Salud (from Guamito to Minerva) # 5, Caracas, VENEZUELA. 

ARTICLE 4. 

The Universal Great Brotherhood as a civil grouping, doesn't specify a duration limit for its existence, since it will persist throughout time until carrying out its goals.

ARTICLE 5. 

The Universal Great Brotherhood and its vehicle the Mission of the Aquarian Order is absolutely APOLITICAL and it doesn't belong in particular to any secret sect or religion, neither is it a religion nor a sect, but simply a Faculty of Synthetic Teaching, a Movement of Reeducation, a Spiritual Order of Universal type. 

ARTICLE 6. 

With the purpose of fully carrying out the objectives and goals pursued by the Foundation and in conformity with the articles 1 and 2 of the present statutes, the Universal Great Brotherhood intends to: 

a) Found Schools of Wisdom and Schools of Initiation. 

b) Establish Spiritual Colonies (Ashrams), Institutes of Improvement, Retirements for Idealists and Sanctuaries for those disciples who are preparing themselves to instruct the Humanity of the New Aquarian Age. 

c) Divide its teachings into two sections: 
an EXOTERIC one, relative to the administration, organization and general board of the Institution, and an ESOTERIC (occult) one, based on a documentation of natural, philosophical and religious sciences that may prepare its members for the initiatic studies.     

           

d) The Schools, as well as the Colleges and the Colonies, will have an internal regulation according to their activities, but subjected to the spirit and the rules that the present statutes impose.    

          

e) The Institution will maintain material and spiritual relationships with all the associations of the same character that exist in the world, but in no case will it be able to adhere to political movements.    

         

ARTICLE 7. 

The Universal Great Brotherhood will be directed by its centre in each country, by a Committee (called Study Center) whose Executive Council will be composed of at least: a President, a Vice-president, three Secretaries, a Treasurer and two Officials of Honor who will be also the substitutes during the absence of latter. The three secretaries and the Treasurer will exercise their functions during one year, but they will be able to be reelected. Also, a Legal Council will have voice and vote equally as well as an active participation in all the deliberations of the Executive Council.   

    

ARTICLE 8. 

The Universal Great Brotherhood and its vehicle the Mission of the Aquarian Order recognizes as its Spiritual Director and Lifelong President the Very Venerable Master Doctor Serge Raynaud de la Ferrière, Supreme Regent  of the Institution who being its FIRST AUTHORITY is responsible for the supreme surveillance of everything in the Movement and each one of its activities in any place of the world.    

 

ARTICLE 9. 

To fill in the posts of the Executive Council, the moral value, the spiritual development and the cultural merit of the candidate will be taken into account, without considering the person´s sex, race, nationality, or belief.    

     

ARTICLE 10. 

The meetings of the Executive Council will take place every time  the interests of the Institution require it, and this will be considered legally constituted with the attendance of a THIRD part of its members plus ONE.   

     

ARTICLE 11. 

The superior decisions concerning matters and activities of the Institution, will be taken by a Superior Council constituted legally by the Executive Council with the presence of the Legal Consultant (lawyer, notary) and the approval of the Committee of Honor (constituted at least by THREE responsible members of honor).    

    

      This Superior Council (a kind of Tribunal of Honor) cannot enact, unless in cases of urgency and in the impossibility of consulting:   

    

      1. Either Serge Raynaud de la Ferrière, Supreme Master of the  Universal Great Brotherhood.    

    

     2. Or Its Manager who acts in his place and home.    

    

      3. Or the Administrative Centre [*]. In case of not being able to  contact these Centers of legal decisions, the Superior Council of the Jurisdiction of a country, will make the best dicisions, according to the common sense of the Committee.    

     

ARTICLE 12. 

The administrative meetings will be summoned in advance. These meetings will be presided over by the President and, in his absence, by the Vice-president. In each of these meetings, a record with the indication of the names of the assisting members, the treated matter, the deliberations and the decisions will be noted down. The records will be signed by the assistants. Concerning the educational meetings, public lectures, chats to groups, or messages given by an Inspector-instructor, the records are optional; if a report is issued, it will contain the treated matter, a summary of the lesson for a catalog-index, a minute that points out the number of listeners, and it will carry General Secretary's signature for the files of the Section and the epistolary relationships with the other sectors or branches of the Institution in different countries.    

     

ARTICLE 13. 

The President's duties (or Vice-president´s) are:    

     

     a) To preside over the meetings of administrative character as well as the spiritual ones. To open the meeting.    

                                                 

     b) To sign the correspondence presented by the secretaries:   

    

     c) To watch over the good march of the Sector and to make the laws and the statutes of the Institution be respected.   

    

     d) To either maintain narrow contacts with the Venerable Great Master or, in case this isn´t possible, with his representative, or in his absence, with the Administrative Centre (Administrative General Directory), for all the information that is demanded. To receive and to transmit to the members, the orders of the Supreme Regent, or to acknowledge receipt of the instructions that come from the Hierarchy and, in the inverse sense, to take the suggestions of the Jurisdiction and the behavior of the pupils to the Source.   

    

      e) To represent legally or extra-legally, with the performance of a third of the Executive Council; or delegate his representation to another person, every time  the case requires it.      

    

      f) To control,  administer and watch over the funds.   

        

ARTICLE 14. 

The secretary of records will be in charge of all the internal matters of the Institution´s branch to which he or she is closely linked. Editorship of warnings, publications and convocations; book keeping with the inscription of the members, the records´ minutes.      

     

ARTICLE 15. 

The Treasurer will be responsible for the reception of the funds  pointed out in the article 20 of these statutes, they will integrate the cashbook of the organization; he will also maintain updated accounts and will provide the corresponding statements, every time this be required of him. It is also the Treasurer who is generally in charge of actively collecting financial means for the Institution (a percentage of benefits from the organization of parties, artistic and social meetings, etc.)   

     

ARTICLE 16. 

The Legal Council has the duty of informing to the Executive Council on the juridical matters, as well as of representing it in all the legal matters, and in those matters designated by the President. The Juridical Council can be composed of several people (notaries, lawyers), but it should be represented at least by a lawyer of the Institution who will be inscribed in the School of Lawyers of the city in which the Executive Council of the Jurisdiction or the Branch of the Universal Great Brotherhood has its headquarters.   

 

ARTICLE 17. 

All the posts of the Universal Great Brotherhood are honorary and exempt of any type of remuneration.   

     

ARTICLE 18. 

People who attend the public meetings, chats, conferences, or general courses, are not considered as members, but only as candidates who will be able to become Members, after a complete knowledge of the Institution´s objectives. So, these people, generally call each other as (but without obligation) "brothers" or "sisters", using this expression in the spiritual sense.                                                     

   

ARTICLE 19. 

All member of the Mission of the Order of the Aquarius will receive a means of identification, in order to be recognized as such, and due to this fact they will be willing to recognize and to follow the statutes and the following rules:   

     

      a) To extend the ideal of this Foundation and the objectives pursued by the  Universal Great Brotherhood by all possible means.      

          

      b) To work firmly for the progress and the extension of the Institution forming new members, and exposing the ideas of the Initiatic Tradition and the Principles of a Universal Moral, applicable to the Aquarian New Age.           

          

      c) To collaborate with good will and enthusiasm for the realization of all the duties and works given to him or her.     

                                   

      d) To admit the Universal Fraternity and the Hierarchy of the Teachers and, consequently, a spiritual and temporal board represented by the Dignitaries of the Institution.      

        

    e) To attend the different meetings and, mainly, to the study centers, in order to obtain the necessary knowledge for an initiatic preparation.   

                    

      f) To participate insofar as possible in the meditation groups and in the disciplines required to progress toward the Path of the Wisdom, or at least, to offer a daily prayer for the Peace of the World, at the hours indicated by the geographical coordinates of Venezuela (starting at 7 o'clock a.m. of Caracas, in the Spiritual Headquarters of the Order).    

     

ARTICLE 20. 

The spiritual, cultural and scientific character of the Universal Great Brotherhood and of the Mission of the Aquarian Order admits only the following reception of funds, in order to satisfy the expenses of the Institution:    

     

       a) Voluntary and generous donations from its members.   

    

       b) Other incomes that could take place, according to the activities of the Institution, that were already partly mentioned in the article 15 of the present statutes.                                              

    

ARTICLE 21. 

Everything that has not been foreseen by the present Statutes, will be solved by decision of the Executive Council of the Institution, but only with the authorization of the Venerable Master of the Universal Great Brotherhood, the Superior of the Mission of the Aquarian Order, Dr. Serge Raynaud de la Ferrière (President of the International Federation of Scientific Societies) who is the only Authority who may issue changes.   

    

ARTICLE 22. 

And last of the statutes. In case of the temporary or permanent absence of the Great Maestre Serge Raynaud de la Ferrière, Supreme Regent of the Institution, Subdirector Alfonso Gil Colmenares will act as General Director of the U.G.B. and, he will assume the quality of " Manager ", the total authority to represent the Venerable Great Master and he will be invested by that fact, to enable the orders to be executed immediately. Likewise, in case of the temporary or permanent absence of the lifelong President´s Manager and General Director, in the future the Great Master's representation will be assumed successively by Mr. Juan Víctor Mejías and David Ferriz O.     

     

 [*] EXPLANATION: The Supreme Council, accepting the written dispositions of the Founder of the UNIVERSAL GREAT BROTHERHOOD (Dr. S. R. de la Ferrière´s Foundation), has included in the Constituent Records of the Institution the following points:    

     

1º. The creation of the Administrative General Directory as is presented in the Founder´s Letter Nº 42, which is mentioned but not described in the Article 11, Item 3.   

 

2º. The highest board of the Institution is the Supreme Council, therefore the responsibilities pointed out in the Article 21, are assumed by that Collegiate Board, which assumes the responsibility of guiding the Movement after the retirement of the founder's last manager. This decision is based on numerous orders that the Founder left in His Letters among which we can read:    

 

"The U.G.B. is directed by a SUPREME COUNCIL; that is to say, a SUPERIOR ASSEMBLY, or a Collegiate Board; these twelve people are the Head of the Movement, the Headquarters of the Institution, the Chief of the Institution, the Central Power of the Order. His Letters I, Tome III, p. 250.    

 

"However, in case the General President-director of the " U.G.B " is not able, for some reason, to assume his functions, there is a " Manager " to assume  the title of " Subdirector ", but it is natural that if the MAESTRE R. de la Ferrière disappears, there is no necessity of having a " Manager " and the Supreme Council remains as the only Authority."  His Letters, I Tome III, p. 251.   

 

At the present time the maximum board and head of the Institution is the Supreme Council with World Headquarters in Caracas, Venezuela.
